Capacity building through international exchange and leadership learning

From 26 to 30 May 2026, Bulgarian Economic Forum led a study delegation to Tuscany, Italy, with 24 mayors, municipal councillors and representatives from public institutions and business organisations. The programme featured meetings with local authorities, social service providers, environmental management organisations and municipal leaders in Siena and Colle di Val d’Elsa. Participants gained direct insight into innovative governance and sustainable urban development practices.

The programme also introduced participants to the objectives and strategic vision of the NONA project – New gOvernance for New spAces. Discussions highlighted a key message: in a rapidly changing and complex world, challenges should be seen not only as risks but as opportunities to shape a better future. Using the "NONA lenses," municipalities can identify new opportunities and transform underused spaces into drivers of sustainable development and community resilience.

The delegation also examined the core philosophy of NONA's capacity-building activities. Participants noted that while knowledge and expertise are widely available, the main challenge is effective application. Strong leadership, strategic management and the ability to unite stakeholders around a shared vision are essential for meaningful transformation. These principles guide the NONA Model in strengthening local governance across the Danube Region.
